Interim Programme Manager Glasgow Salary TBC
An exciting opportunity has arisen for a Programme Manager to join this large organisation based in Glasgow.
This is a contract to run from August 2012 to May 2014 with the possibility of an extension thereafter.
The post-holder will be the key procurement specialist involved in implementing the procurement process as the organisation takes forward a reconsideration, and where required tendering, of its service procurement requirements in time for the expiry of its existing major contract in April 2012. The post-holder will support the overall governance of the programme and ensure that the procurement process successfully achieves the desired outcome and makes any required transitions effectively. He/she will ensure that all required process is undertaken to achieve the desired outcome and will form a key part of a core team with other programme and delivery colleagues.
The ideal candidate must have:
1. Solid experience and understanding of the full end-to-end strategic procurement process, including sourcing and tendering, exit and entry strategies, and supplier management and negotiation.
2. Proven track record in the delivery of complex procurement projects particularly using the EU competitive dialogue and/or the negotiated procedure, including experience in undertaking procurement transformation projects or programmes in the Scottish Public Sector.
3. Strong procurement strategy development skills.
4. An ability to translate delivery and organisational requirements into clear contractual terms and specifications.
5. Experienced at operating within complex stakeholder environments with demonstrated procurement credibility.
6. Demonstrated ability in the compilation, negotiation and ongoing management of contracts
7. Strong analytical and investigative skills.
8. Strong interpersonal & stakeholder management skills.
9. Ability to lead teams and to influence at many levels both internally and externally, including excellent report writing and other written skills.
10. Strong decision making and problem solving skills.
