Location: Dunbartonshire Scotland

Description: ASA Recruitment is at present looking to employ Clerk of Works right now, this vacancy will be placed in Scotland. My Client are looking to Recruit a General Clerk Of Works & M&E Clerk Of Works for an 18 month Commercial Contract Starting June 2013.

The project will consist of refurbishment works to a! number of existing grade B listed buildings and new build construction of an extension. This facility will provide office accommodation and will also provide new facilities for the local community. The project also includes the formation of a car park and the formation of new car parking facilities and landscaped grounds on the actual development site, including the formation of a new sea defence wall. The approximate construction cost for the project is around £8.5m.

CLERK OF WORKS SCOPE OF SERVICES

1 General Services

1.1 Brief - Discuss with the Project Manager any powers to be delegated to the Clerk of Works, the procedure for the issue of Clerk of Works Instructions in accordance with the Building Contract, the procedure to be followed in dealing with queries raised on site by the Contractor, recording comments in the Site Observation Book, communication protocols , and the duties and relationship of the various members of the design/ contra! ct administration team.

1.2 Site Checks - Visit the s! ite, inspect and record any apparent disparity between conditions and features on site, positions of sewers and utilities, invert levels of drains and sewers as observed on site and that recorded on the site plan and in other relevant contract documents, record the extent and position of any fly tipping, apparent recent damage to existing buildings, note any difficulties of access, possible effect on adjoining and/or existing properties on site and report to the Project Manager. Establish working contact with responsible persons in existing occupied premises where applicable.

1.3 Study of Drawings - Study the drawings and specification and submit any queries to the Project Manager. Draw the attention of the Project Manager to any apparent discrepancies noted on the drawings and between drawings and specification and measured items in the Bill of Quantities.

1.4 Practical Comments - Make comments of a practical nature on detail drawings, specification
c! lauses, etc.

1.5 Pre-site Meeting - Attend the pre-site meeting, meet the Contractor's and Sub-Contractor's staff, receive copies of Contract Documents.

1.6 Hand Over of Site - Attend the meeting for handing over the site to the Contractor.

1.7 Siting of Temporary offices, etc. - Liaise with the Contractor in the provision of offices, stores, compound, etc., for compliance with the Contract Documents.

1.8 Datum Points - Liaise with the Contractor in the identification of the correct bench marks, building line and other setting out points, inspect transferred 'bench marks.

1.9 Site Levels and Boundaries - Inspect the taking of a grid of levels over the site prior to the commencement of any work, record on site plan, or as appropriate, obtain the Contractor's agreement that levels and boundaries are as recorded in the Contract Documents. Bring any disagreement to the attention of the Project manager immediately. Record position and! extent of any fly tipping present at the time of hand over of site.
1..10 Dilapidations - Review Schedules of Dilapidations prepared by the Contractor of neighbouring/ adjoining / existing premises and advise of any potential omissions. Prepare a photographic record of all existing built structures on the development sites, e.g. buildings, boundary walls, etc... prior to any construction or demolition work starting on site.

1.11 Site Testing Verify details of testing requirements with Project Manager and ensure that the Contractor is fully aware of these.

1.12 Setting Out Inspect setting out and levels for compliance with the Contract Documents.

1.13 Materials - Monitor and inspect (when practicable) materials delivered to site, for compliance with the specification and recognised Best Practice. Inform the Project Manager and the Contractor in writing of any materials which it is considered might not comply.

1.14 Construction - Observe works in progress throughout the execution of the works for com! pliance with the specification and recognised Best Practice. Inform the Project Manager and the Contractor in writing of any materials or construction methods which are considered might not comply.

1.15 Off Site Manufacture Visit, as agreed with the Project Manager the premises of the Contractor, Subcontractors and suppliers where components are. being manufactured off site and inspect for compliance with the Contract. Documents. Report in writing to the Client. Inspect components delivered to site for compliance with the- Contract Documents, inform the Client and the Contractor in writing of any found not to comply.

1.16 Hidden Work - Maintain records of observations of hidden work for the information of the Project Manager.

1.17 Records - Keep records and mark up drawings with the dates of installation/ erection of the various elements of the structure, services, satisfactory test dates of drains, etc., and record the positions, levels, etc., as! fixed, of drains and other external services.

1.18 Reports - P! repare and submit a report on the general progress of the works, labour force, weather etc., to the Project Manager fortnightly. Prepare and submit detailed reports on any incidents, variations, unusual circumstances etc., as necessary to the Project Manager.

1.19 Job diary - Maintain a diary of progress of the works, delays, unsatisfactory workmanship and materials, visitors to the site and weather on days/times of site visits agreed with the Client.

1.20 Site Observation Book - Record key observations at the end of each site visit in the contractorÂ's Site Observation Book.

1.21 Tests - Witness any tests required by the Project Manager, including retests, maintain records of location, dates, results and other relevant information, report as necessary, maintain register of test cubes and advise the Project Manager of any unsatisfactory test results.

1.22 Delays - Record the details of any occurrence or situation thought likely to cause d! elay or of any delays which do occur in relation to the works and inform the Project Manager.

1.23 Demolitions Inspect all demolition works.

2 Service Standards and Conditions

2.1 Duty of Care - The Clerks of Work will exercise reasonable skill and care in conformity with the normal standards of the Clerk of Works profession.

2.2 Authority - The Clerk of Works shall act only in an observational capacity, reporting back to the Project Manager. However, in circumstances where the Clerk of Works observes any construction or other operation which involves a suspected breach of any health and safety legislation or Code of Practice, he may act accordingly to curtail the operation until such time as he has reported the matter to the authorised person in charge of the construction site.

2.3 Inspection - The Clerk of Works shall inspect the progress and quality of the general works throughout all stages of the construction works and speci! fically the Mechanical and Electrical works for compliance with the spe! cification and recognised Best Practice. ItÂ's anticipated that a General Clerk of Works and specific M&E Clerk of Works will be required.

2.4 Suspension of services due to Force Majeure - The Clerk of Works will give an immediate notice in writing to the Project Manager of any situation arising from force majeure which makes it impracticable to carry out any of the services covered by this Agreement and agree with the Client a suitable course of action.

2.5 Suspension of services by the Client - The Client may suspend the performance of any or all of the services covered by this Agreement by giving reasonable notice in writing to the Clerk of Works.

2.6 Resumption of services following suspension - If the Clerk of Works has not been given instructions to resume any suspended service within one month from the date of suspension, the Clerk of Works will make written request for such instructions which must be given in writing. If these have not bee! n received within 14 days of such request, the Clerk of Works will have the right to treat this agreement as terminated upon the expiry of 14 days.

2.7 Termination - This agreement may be terminated by either party on the expiry of three months of notice given in writing.

2.8 Service coverage during annual leave etc - In the event that the individual personnel undertaking Clerk of Works duties is on annual leave, ill, or otherwise unavoidably absent, the Clerk of Works Service Provider shall utilise one of the other Clerks of Works, or another suitably-qualified construction professional member of its staff to undertake the services for the duration of the absence, and ensure adequate continuity of service coverage.

2.9 Term of Agreement - The Term of agreement is to be confirmed.

2.10 Working hours - Normal working hours are Monday to Friday 8.00am to 6.00pm, excluding recognised public and local holidays; any attendance required outside! of these hours will be subject to an additional fee.

2.11 Gov! erning Law - This agreement and the conditions contained herein shall be governed by and construed in accordance with the laws of Scotland.

Ideal Candidate should have sound knowledge of site safety requirements and possess a current CSCS card.
Clerk of Works should preferably hold membership of the Institute of Clerk of Works.
