The key role of the post holder will be to support the Director and Senior Manager, EDI in deli! vering the business plan and developing the academic and service roles of the Institute, measuring and reporting performance, initiating service redesign necessary to meet national targets such as waiting times and specific responsibility for capacity planning. The post holder also has line management responsibility for the administration and clerical staff. Applicants must hold a good honours degree or equivalent, have 6 years administration/management experience preferably some in HE and/or NHS environment, a professional administration/management qualifications would be advantageous.

They should have experience of managing budgets, staff and projects as well as time management skills and be a team player. You will have excellent written and oral communication skills, analytical skills as well as good IT skills. The key role of the postholder will be to support the Director and General Manager in delivering the business plan and developing the academic and service roles of the Institute, measuring and reporting performance, initiating service redesign necessary to meet national targets such as waiting times and specific responsibility for capacity planning. Main Responsibilities a. Overall responsibility for resource and management information systems including annual accounts, budgets, project c! ostings, ensuring fee recovery with Registry and other income flows from NES, NHSL and other external funders - including forecasting income/expenditure for input to institute financial projections and business plans. 20% b.

To manage and develop the Administration and Clerical team including recruitment, leadership development, monitoring management of conduct and appraisals to ensure that staff have the necessary knowledge, skills and attitudes to meet current and future objectives. 10% c. Function as secretary to the joint management board for the Institutes, identifying business for transaction, information requirements and strategic policy proposals for consideration and adoption. 10% d.

Facilitate and pro-actively manage and support academic staff in student recruitment to undergraduate programmes, postgraduate programmes, non-graduating Royal Colleges of Surgeons diplomas and research studentship. 5% e. Facilitate and pro-actively manage and support! the Director and General Manager, WLCHCP in organisation and delivery ! of clinical services within national and NHSL policies and targets to achieve optimum service delivery. 20% f.

Facilitate and pro-actively manage and support research grant/contract bids and represent the Institutes in liaison and negotiation with University, NHS and external funding agencies. 10% g. Contribute to the formulation and implementation of strategic plans, contingency planning and policies in support of Institute objectives and prepare annual plans for submission under the University’s planning round and NHS Lothian short term planning processes. 15% h.

Determine structures for managing staff, services, systems and budgets to secure effective delivery of academic and service priorities, with particular emphasis on efficient and effective centralised Institutes resource management. 5% i. Plan and prepare business plans for new undergraduate and postgraduate degree programmes and professional development programmes. Monitor progress on these Bu! siness Plans and advise Director on need for adjustment and modification.

5% For NHSL West Lothian CHCP, the postholder will: j. Ensure the development of a culture of performance management, which supports continuous improvement of services. Contribute to the management of regular effective review of all performance targets and where necessary take corrective action to address poor performance. Waiting times: • Provide leadership and management in ensuring national waiting times targets are met for outpatient, daycase/inpatient and cancer across multiple sites.

  • Undertake regular capacity planning and coordinate organisation of Waiting List Initiative Sessions to ensure targets are met and maintained. • Lead reviews on the appropriateness and quality of data provision ensuring improved timeliness and accuracy of information. Financial Management • Monitor spend against budget taking steps to ensure control of expenditure and investiga! tion of variances which results in appropriate action being taken. • ! Management of A&C, technical and medical staffing budgets including delivery of service redesign where necessary, to ensure services delivered within agreed resources.
ii. Service Planning and Modernisation. • Lead, contribute and participate in service planning and strategy development plans for Directorate services, ensuring robust operational plans are in place to back these up. • Deliver service change by modelling activity capacity and financial plans, assessing the impact on service / waiting times and regional / national plans and targets.

  • Lead, on specified projects, the forecasting, options appraisal and business case development for service development and new initiatives, and to maximise external income for the directorate. iii. People Management • Provide direct management and leadership to the Administration and Clerical staff using the policies and procedures laid out by NHS Lothian. • Manage and lead to ensure working time! compliance and financial viability.
This will include workforce planning, MMC, budgetary control, manpower control, new deal, EWTD. • Implement and adhere to staff governance standards and targets, risk management and benchmarking services as appropriate. • Communicate with A&C and technical staff cohort and where necessary the medical staff cohort using a high level of interpersonal skills on issues such as change management, process change, employee relations issues, performance management issues and grievance issues. The job holder is required to overcome any barriers for acceptance and can often be placed in situations that can be highly emotive and sometimes hostile.

  • Lead by example, demonstrating support for A&C and technical managers across Directorate, both direct reports and others, ensuring efficient use of staffing resource and opportunities for flexible employment to match anticipated activity. iv. Patient Advocacy • Responsib! le for ensuring that appropriate complaints are dealt with in line with! the divisional complaints policy and deadlines. • Direct contact and communication with patients in relation to complaints and waiting list management e.g.
short notice cancellation of clinics/theatre sessions/site specific appointments. v. Clinical Governance and Risk Management • Through incident reporting system, identify key themes from incidents and complaints, taking appropriate action and ensuring appropriate training and/or service development follows investigation and analysis. Planning and Organising • Financial planning for all aspects of educational, research and service activity (1-3 year horizon).

  • Resource planning and forecasting for the short-to-medium term (1-5 year horizon). • Establish structures and service priorities for financial functions across the activities of the Institute (1-3 year) • Initiate, plan and implement local change projects (usually c. 1 year) • Contribute to planning of School academic project! s/initiatives and NHSL initiatives (1-5 year) • Manage finance support staff • Ensuring consistency with the terms and conditions of Endowments held by the postgraduate dental institute is upheld. • The postholder is required to operate automously reporting decisions made to the Director, General Manager, School Administrator and academic staff, following broad policy outlines.
Problem Solving • Ensuring that Efficient use of real and financial resources from many different sources is achieved and accounted for properly • Ensuring continuity of educational and research staff contracts through prudent financial management • Resolving financial and contractual problems with College and NHSL accountants, suppliers, grant awarding bodies and partner institutions • Resolving student support and academic management problems, with College and University academic administration • Resolving NHSL staff support management problems with NHSL Directorate manag! ement • Resolving academic/service operational interface issues, with! relevant NHSL managers. Decision Making • Determine overall business support service priorities and decide on changes to staffing, structures and procedures in area of expertise. • Make all day-to-day operational decisions concerned with financial operations and budgets. • Make or advise on decisions related to financial and legal aspects of matters such as agreeing terms of external partnerships, contracts and prices or committing new resources (within agreed envelope).
